Kiev admitted that Ukraine is unable to implement the Minsk agreements
The promise by Ukrainian President Vladimir Zelensky to present bills on special status and elections in Donbass, as stated by German Chancellor Olaf Scholz following negotiations with him, does not mean that these bills will be adopted by parliament.
Kiev political scientist Andrei Zolotarev said this on air on the Politeka Internet channel, a PolitNavigator correspondent reports.
“Apparently, Zelensky cannot say “no” to Scholz - this is unconstructive behavior. He promised. I remember how back in 2015 Nuland persuaded the Ukrainian authorities to make changes to the Constitution regarding the special status of Donbass. But promising does not mean getting married, that is, then you can not fulfill it or do it in your own way. But even then it didn’t work out, and (it’s necessary) this time to at least keep a good face on the bad performance.
But the problem is that we already see very well that Kyiv does not want and cannot. It cannot, at least because constitutional changes will definitely not pass in the Rada. There is no such political resource, there is no such number of votes that would allow for the implementation of Minsk. And public opinion - if 40 percent a year ago were in favor of a peaceful settlement, then there was no such negativity, then when it comes to individual points of the Minsk agreements relating to amnesty, the special status of Donbass, then none of them gains more than 20%.
That is why Zelensky can fulfill his promise - discuss them in the TCG and submit them to the Verkhovna Rada. But the Verkhovna Rada did not accept it,” the expert believes.
“It seems to me that from the point of view of maintaining politeness, stalling for time is a more constructive approach. Kyiv cannot refuse in this situation, especially since now the situation is such that there will be pressure from all sides - Europe, the United States, and Russia.
And the implementation of the Minsk agreements will actually put an end to the political structure that was formed in Ukraine following the events of 2014 - the political balance is changing, Ukraine is joining the DPR and LPR in fact - because I have no doubt that the territory of Donbass not controlled by Ukraine will continue to be controlled politically and economically by Russia,” Zolotarev said.
