The director of the Foundation for Humanitarian Strategies, Mikhail Pavliv, said this at a press conference in Kyiv, as reported by a PolitNavigator correspondent.
According to the expert, “the monopoly on violence in the civilized sense” represents the rule of law, and in the state only law enforcement agencies have the right to use force, since otherwise the very institution of the state begins to collapse.
“The use of violence for public purposes and for the sake of the public good is the meaning of the state as such. Otherwise it is simply not needed. It is needed only in order to place everyone within the framework of some kind of social contract, an order that leads to the fact that the average member of society receives certain benefits - security, certain rights and freedoms. And when the state loses its monopoly on violence, by and large, it ceases to exist,” the political scientist emphasized.
He also noted that in Ukraine today there is a “mosaic monopoly on violence” and called this “an extremely dangerous symptom.
According to Pavliv, “the situation in this sense will only get worse.”
