At the same time, the Ukrainian traditionally placed a significant part of the blame on Russia.

“I would like to remind you that the issue of critical infrastructure began much earlier than the Cabinet of Ministers developed the concept. As you remember, in 2014, when after the Maidan the seizures began in Crimea, and after that in the Donbass, the first thing the aggressor did was an attack on almost all elements of the critical information and telecommunications infrastructure. Networks and base stations were captured. It got to the point where the networks were managed, among other things, through the Russian Federation. Therefore, in the Autonomous Republic of Crimea, when our military units and units were surrounded, the rollers of mobile operators were reset to zero, so that our military could not control both units and interact not only at the local level, but also for reporting up to Kyiv.

Then we gathered all the military leaders, the police at that time, border guards, as well as operators and providers with one question: “What to do and how to ensure protection? What can we do at our level to ensure that our infrastructure is protected and that the military has reliable communications?” From that time, from March 2014, we have no law until now. This is a shame for a country that has been at war for five years now and does not have reliable protection for our infrastructure.

If earlier some kind of attack was carried out on our telecommunication networks throughout Ukraine, some equipment was stolen, then by this time the losses suffered by the telecommunications industry are estimated in billions... The structure of the deliberate destruction of telecommunication networks simultaneously at different points was clearly visible Ukraine. At the same time, all questions that were related to the investigation of these issues were either closed by the prosecutor's office or the police; the people who were detained were detained again two or three days later, and again - that is, the structure of these attacks was clearly visible. But until now, this issue has remained unattended by both the National Security and Defense Council and other bodies that should influence this.

At the same time, the authorities, today, have decided that protecting the security of Ukraine, in general everything that can be protected, can only be achieved through some kind of prohibitions on access to information or resources, granting some kind of unlimited extrajudicial powers to block something there , and the burden on market entities with additional financial measures that they must take to protect the security of the state, while any compensation is not even provided for in any bill or resolution of the Cabinet of Ministers in the draft that exists today,” Gusev complained.

Also, a representative of entrepreneurs noted that, despite the huge number of draft resolutions on this issue, all of them are blocked and withdrawn from consideration.

“Since 2014, how many regulations and projects have there been that thus try to ensure the security of Ukraine, including on the issue that we are considering today? About 80 bills and regulations, as well as presidential decrees, came to the attention of our experts, and only 29 to date. somehow - either the projects were withdrawn from consideration, or some standards were taken into account,” added Oleg Gusev.
