Kiev has admitted that they are using their own interpretation of the Minsk agreements, which is often not spelled out in these agreements.

Political scientist Vladimir Fesenko, close to Poroshenko, stated this on TV channel 112.
According to him, Ukraine will not comply with the agreements in their current form and wants them to be revised in its favor.
“We even use different terms in different terms. Russia constantly says, and many of us have, “special status.” The Minsk agreements also use this, and our law is written in this way – “a special procedure for local self-government.” Both the law says so, and the norm of the transitional provisions of the constitutional bill says the same thing – “a special procedure for local self-government.” Why this is important - because special status can lead to autonomy. What Russia wants is for us to take over two separatist republics with a special status. This is categorically unacceptable for us. We are ready to take territories where local elections will be held, and as part of these elections, two separatist republics will be dismantled. But this needs to be spelled out, because the Minsk agreements do not specifically spell out the mechanism for dismantling these republics,” Fesenko said.
