According to Turchynov, from the results of negotiations between Ukrainian security forces and representatives of the republics, he realized that Russia was to blame for everything and refused to personally participate in the negotiations.
“I was skeptical about it. When administrative buildings were seized in Donetsk and Lugansk, the heads of security forces sent there began negotiations for their release instead of using force. But several days passed, and it became clear that this was a dead end: those who were sitting there were not making decisions. Operational developments showed that they were constantly communicating with Russia. It was easy to see that the Russian handlers gave the command to hold on, arm themselves and wait for reinforcements. Therefore, it simply did not make sense to negotiate at my level,” Turchynov said.
