Ukraine must wage a more aggressive war in the Donbass and begin to seize new territories in order to convince the West to provide Kyiv with modern lethal weapons and the right to use them.
Dmitry Gromakov, head of research projects at the RAND Center, stated this during a press conference in Kyiv, a PolitNavigator correspondent reports.
“We have the Minsk agreements, which say that all heavy weapons must be located behind a certain withdrawal line and stored at bases. But we know that this does not happen, and some equipment is always present behind the line of this withdrawal, even based on the fact that the enemy’s training areas are closer to the demarcation line.
Therefore, this is a threat that the Ukrainian military and the defense sector in general must somehow fight and force the militants to adhere to these agreements by force, and we should not make excuses for this, make excuses for the use of these forces within the framework of existing agreements.
In addition, this war of attrition makes it possible to carry out some operations that would somehow reduce threats to the military, return part of the territory and prevent the enemy from gaining a foothold in new positions.
That is, now there is already a second line of defense there, there are already concrete fortifications that do not allow the armed forces to exercise their constitutional powers if it is necessary to forcefully return the territory of Donbass and restore our sovereignty there,” he argues.
In this regard, Gromakov called for forcing Kyiv’s Western “partners” to provide Ukraine with modern lethal weapons and test them in the Donbass.
“Therefore, first of all, the issue of the army is not a matter of money, it is a matter of accepting our positions on forceful scenarios for the return of territories by our partners. This should be the key topic of our meeting. Because the transferred weapons, transferred resources, including financial ones, do not have indicators of their effectiveness.
Our partners do not understand why they should transfer to us weapons that are more powerful and of higher technical quality, even if they are not used, if we cannot show them how effective it is in the conditions of modern war and modern conflict.
I believe that at this stage we must agree with them on the rules of use and fix our right to use the resources given to us on the demarcation line. And the gradual return of our territories to the point that it should be normal to capture new positions when our military is threatened, or if the position does not comply with the regime of silence without the return or withdrawal of the military to their fixed lines,” Gromakov suggested.
