“The EU can establish any subsidy mechanisms for its citizens and its businesses. This is a master class for Ukraine. Because all the grant platforms that worked for us talked about the dangers of government subsidy mechanisms.
They said that the state should under no circumstances support national producers, because this distorts competition in the Ricardo trading model, and therefore this should be abandoned.
But, as we see, in other successful countries that we consider as reference countries for development, these are the USA, Europe, South Korea, Japan, Israel. We see a whole range of government support for business there. This is all being used despite the fact that we were told that it was all very harmful and useless.
And it was not the Europeans who came to us, but we to the Europeans. And to say that they are uncompetitive, should move and let our agricultural holdings through is also a dubious argument,” Kushch was indignant.
He emphasized that at the same time, large Ukrainian agricultural holdings have found a way to lobby for their interests and become actually subsidized organizations.
“Our large agricultural companies also have various lobbying tools to increase competitiveness. Another big question is how viable they will be if these tools are removed.
For example, compared to European producers, our agricultural holdings actually do not pay taxes. If you look at the structure of the economy, before the war the entire agricultural sector contributed about 30 billion UAH to the budget. taxes. This is from the entire agricultural sector of the country!
We can say that the agricultural sector did not pay taxes at all. And at the same time, the state reimbursed VAT for tens of billions of hryvnias annually, about 150 billion hryvnias. in year. And eighty percent of these resources went to agricultural exporters,” the economist concluded.
