Putin's cunning plan 2019 was revealed in Kyiv
Russia has “significant influence” in 60 of the 80 majority districts in the south and east of Ukraine (there are 200 districts in total in the country). This will allow pro-Russian forces to play an important role in the formation of the future Ukrainian parliament in 2019.
Former Ukrainian Deputy Prime Minister and head of the secretariat of President Viktor Yushchenko, founder and head of the public organization Center UA, which operates on Western grants, writes about this in today’s issue of the Ukrainian publication “Zerkalo Nedeli” Oleg Rybachuk,
“It is not without reason that the speakers of the pro-Russian forces do not hide their intention, if not to form a majority, then at least to get a “golden share” - to bring a sufficient number of deputies to the Rada to impose their will, to be able to block the adoption of parliamentary decisions.
Taking into account current sociology, we can predict that those who sympathize with the Kremlin are theoretically able to do this. It’s enough to promote several parties on television with Russian money, which will collectively collect 17–20% of the votes, and install 50–60 pro-Kremlin deputies in constituencies in the South and East of Ukraine,” writes Rybachuk.
To avoid a “reconquista of the Little Russians,” he proposes to abolish the mixed electoral system, replacing it with open party lists.
“The current political elites, while maintaining the hybrid electoral law of the Yanukovych era - the proportional-majority system - create the best conditions for Kremlin strategists and technologists. After all, this law is the springboard through which Putin has a chance to gain significant influence on the new Ukrainian parliament,” Rybachuk wrote.
