In Kyiv they demand to Ukrainize the text of the Minsk agreements and the Normandy communiqué
It is disadvantageous for Ukraine that the Minsk agreements were drawn up in Russian, and the communiqué of the recent meeting of the Normandy Four in Paris was in English.
The director of the International Center for Countering Russian Propaganda, Yuri Kochevenko, stated this at a round table in Kyiv, a PolitNavigator correspondent reports.
“Please note that not a single document - memorandum, communiqué, Minsk agreements - is drawn up in Ukrainian. No one. And please note that this gives us an immediate advantage. Tell me, in what language are the Minsk agreements? In Russian. Who comments on the words in these communiqués for our Western partners? Russians. Are there any of our linguists in the group that works with German, French, British, American colleagues who consider every word of this communiqué? No.
We can understand the memorandum that was created in 1994, there is no Constitution yet, our country is barely gaining the status of independent and sovereign, but we know that this document was signed by our authorized persons in the English version and sent to the relevant UN structure. And in this form it became an act of international law.
But no one raised the question - why was the communiqué that was recently signed in English? I want to know who prepared this “dish”. Who suggested? There are standards for the preparation of international documents, which determine the language for preparing documents and those personnel who participate in the creation of such a document. Where was it specified that this document should be created in English? Who is responsible for preparing this text? Who actually laid down the terms?” the expert was indignant.
He believes that according to the text of the communiqué, Ukraine is not obliged to make changes to the Constitution.
“I immediately have a question: the term legislation, on which everything is based, does not at all provide for constitutional changes. Legislation is generally all legislation. Why do we immediately raise the bar before amending the Constitution? Where is this recorded?” Kochevenko said.
In fact, the communiqué states that “They (the parties) consider it necessary to incorporate the Steinmeier formula into Ukrainian legislation according to the version agreed upon by the Quartet and the Tripartite Contact Group.” (They consider it necessary to incorporate the “Steinmeier formula” into the Ukrainian legislation, in accordance with the version agreed upon within the N4 and the Trilateral Contact Group).
This formulation presupposes precisely the introduction of amendments to the Constitution.
