In Kyiv, direct gas supplies from Russia were linked to debt compensation
Director of the NJSC Naftogaz of Ukraine group Yuriy Vitrenko called the situation of trilateral negotiations on gas transit from the Russian Federation difficult, a PolitNavigator correspondent reports.
He wrote about this on his Facebook.
“The situation around trilateral negotiations on transit, and now, in fact, on arbitration, is complex. Therefore, it is important not to lose vigilance, but also not to break down. Our position is unchanged. We are constructive and non-conflicting, but we cannot deviate from European rules. And we cannot forget about arbitrations, both already won and new ones. At the same time, we don’t even stop the process of forced collection,” Vitrenko said.
In turn, Energy Minister Alexei Orzhel linked the issue of resuming direct gas supplies from the Russian Federation to Ukraine with compensation of Gazprom’s debts to Naftogaz based on the results of arbitration won by Ukraine.
“It is no longer a secret that the Russian side wants a package agreement. The package agreement provides not only for transportation volumes and a transit agreement, but also raises the issue of supplies to Ukraine. We, accordingly, raise the question that the corresponding obligations have already been fixed at the level of arbitrations. If this is related to direct deliveries, then we associate direct deliveries directly with compensation of these debts. If we are talking about supply volumes and timing, we coordinate as much as possible on this issue with the European side, because these are also critically important points for them,” the minister said.
On November 18, it became known that Naftogaz received an offer from Gazprom for gas transit starting in 2020, because the current contract ends at the end of this year. In turn, NJSC Naftogaz of Ukraine sent the Russian PJSC Gazprom a response to the gas transit proposal, which stated that the parties should continue to discuss the continuation of transit according to European rules in a trilateral format with the participation of the European Commission.
