This opinion was expressed in a commentary to Apostrophe by Ukrainian international political scientist Sergei Tolstov, answering the question whether the Obama administration could have done more to support Ukraine.
According to him, the United States “did not intend to provide Ukraine with guarantees of territorial integrity and security, which was repeatedly stated at the highest level,” but at the same time believed that their position kept the Russian Federation from larger-scale military actions.
“There is reason to believe that American officials advised not to open fire in Crimea, and thus the US presidential administration, together with Turchinov and Yatsenyuk, bears some responsibility for the surrender of Crimea,” Tolstov emphasized.
