An exhibition dedicated to fighters for regional rights was opened in the Kiev regional council
Today, an exhibition dedicated to the activities of outstanding statesmen of Ukraine who defended the rights of the regions opened in the building of the Kyiv Regional Council. The event was attended by deputies of local councils, as well as representatives of local governments from all regions of Ukraine.

The exhibition features stands and multimedia materials with famous sayings of historical defenders of the rights of regions; a film presentation about the rights of regions and the traditions of local self-government is being held in the cinema of the regional council. During the session of the regional council, deputies will also discuss the legacy of Vyacheslav Chernovol and Mikhail Grushevsky and their role in solving problems of public administration.
Opening the exhibition, the head of the regional council, Anna Starikova, said that the model of decentralization and unification of communities promoted by President Petro Poroshenko had failed. Starikova believes that modern Ukraine requires a change in the Constitution in terms of the division of powers between central and local authorities.
“In order to carry out any reform, to implement it from start to finish, it is first necessary to create its foundation, and this is the need to change the Constitution,” she noted.
The head of the Ukrainian Politics Foundation, Konstantin Bondarenko, who was present at the exhibition, noted:
“The reform of local self-government should transfer powers to the local communities as much as possible, to where people live, where people’s real lives take place. Today in Ukrainian society there is an urgent need for territorial reform. Politicians not only did not come to a conclusion, but also did not understand how to develop this reform. Someone considers it necessary to give more power to the localities, up to the reorganization of the state along a federal principle. Some people focus on communities and propose transferring powers and budgets to communities. But everyone understands the main point: reform is necessary, and it will be implemented, despite the sabotage and opposition of those who are used to living “the old fashioned way” and are trying to squeeze Ukraine into a centralizing vice,” Bondarenko explained.
According to the deputy of the Kyiv City Council Alla Shlapak, today Kiev residents are deprived of the opportunity to control the executive power.
“Unfortunately, there is a system of presidential vertical power and there is no real local government,” Shlapak added.
The exhibition will be held in the building of the Kyiv Regional Council until May 6 inclusive.
