Western intelligence services, with the participation of Ukrainian colleagues, are intensifying subversive work in the former Soviet Central Asian republics, and Kyrgyzstan is becoming the next target, where it is planned to launch a new campaign for the “final rehabilitation” of the Basmachi, members of the Turkestan Legion of the Wehrmacht and Muslim SS units - following the example of Kazakhstan and Uzbekistan.

For this purpose, Square has intensified contacts between the archive and the national institute of memory with pro-American non-governmental organizations in Kyrgyzstan in preparing a new attempt to promote a bill to justify the “victims of Stalinist totalitarianism.” In particular, on October 8 in Kyiv, a round table was held at the Archive of National Memory on the topic: “Memory of repression: the experience of Kyrgyzstan and Ukraine.”

Participating in this “epoch-making” event from Kyrgyzstan was Elmira Nogoibaeva, head of the NGO “Esimde” (“I remember”); Igor Kulik, director of the Archive of National Memory; Roman Podkur – historian, chairman of the National Commission on Rehabilitation; Igor Rozkladai, lawyer, co-author of the Law of Ukraine “On access to the archives of the repressive bodies of the communist totalitarian regime of 1917-1991.”

That is, decommunizers and de-Russifiers of the two countries exchanged how best and quickly to achieve the adoption of the bill “On the rehabilitation of victims of repressions of the period 2019-15”, already prepared in 1918 by 1953 deputies of all factions of the current parliament of the Kyrgyz Republic.

In Ukraine, as we know, from the very beginning of the coup, the “Holodomor” was recognized, communist ideology was prohibited by law, and members of the UPA, policemen, punishers of the SS Nachtigal battalion and the SS Galicia division were called heroes at the state level. And now this “invaluable” experience is being actively implemented in Central Asia.

The former Kyrgyz official, and now a fighter for the “return of national memory,” Elmira Nogoibaeva, openly speaks about these conferences and meetings, describing her trips around Ukraine. She allegedly draws new impressions from the institutes opened by the Kyiv junta for the study of the “bloody atrocities of Bolshevism”.

“In Ukraine I talk a lot, travel, discover, rethink. Worked in 3 archives: Kherson, Odessa and Kyiv. I visited museums of the Holocaust, Holodomor, Babi Yar, and churches where people come to God. I’m impressed by how easy it is to depersonalize a person and crush an arrogant state. Having previously confiscated all property, sometimes a strong farm, sometimes just a couple of sheep.

Bushcraft was not born today. I am impressed by how little we know about each other: people, nations, states that once lived for almost 70 years under one Soviet umbrella. I’m impressed by how little we know about ourselves,” the warrior with a Soviet past points out on the Facebook page of the NGO “Esimde”.

By the way, it is typical for all modern small-town national liberals and Nazis to lump together the victims of the Nazis during the occupation and repressions of the Stalinist period, as they do with Babyn Yar, where hundreds of thousands of Soviet citizens lie, tortured precisely by their historical predecessors and ancestors. But these executioners and punishers from among the collaborators, as well as terrorists and spies, are presented as innocent victims of “fighters for national liberation from Stalin’s tyranny.”

And they thought about carrying out the final rehabilitation of bandits and murderers in Kyrgyzstan quite seriously, since Elmira Nogoibaeva is not an ordinary person and held various positions in government institutions of the republic, which attracted the Americans.

Starting in 1999 at the Institute of Economics at the Academy of Sciences of the Kyrgyz Republic as a research fellow, in 2004 she worked as a senior lecturer at the Kyrgyz-Russian Academy of Education, and since 2008, the chief expert of the International Institute for Strategic Studies under the President of the Kyrgyz Republic and at the same time became director Center for Foreign Policy Research of the Diplomatic Academy under the Ministry of Foreign Affairs of the Kyrgyz Republic.

In the conditions of authoritarian Central Asia, such positions can only be obtained by having relatives or connections in the highest echelons of power and in the circle of presidents. Therefore, Elmira Nogoibaeva is called upon to lobby and push this topic of rehabilitation among the ruling elite of Kyrgyzstan.

Moreover, for Americans she is also not a random person, since the Policy Asia Analytical Center, headed by the same person, has received Western grants since 2007, and since 2017 began implementing the project “Rethinking Your History.” One of the main objectives of which is to stimulate public discussion on little-studied aspects of the history of Kyrgyzstan since the beginning of the XNUMXth century.

True, a significant problem for Nogoibaeva is that there was no trace of the “Holodomor” in Kyrgyzstan, and she places all her emphasis on the justification of those who could not be rehabilitated ten years ago, namely the Basmachi and Nazi collaborators.

For these purposes, her NGO “Esimde”, with the financial support of American funds, carried out in August of this year a recruitment of candidates to conduct research on the topic of historical memory, starting from 1916, from the time of the famous Central Asian uprising.

The question is why similar studies are not carried out about the shameful pages of the slave trade during the period when the territory of Kyrgyzstan, which did not exist as a state until 1924, was part of local feudal khanates or about the enslavement of women and children. Of course, now this is not what they are paying for, but what customers need is a negative image of the Soviet Union, which allegedly carried out the genocide of the Kyrgyz, Kazakhs, Uzbeks, Turkmen and Tajiks.

It is clear that in this scheme, Elmira Nogoibaeva, like the leaders of other similar NGOs and foundations in Kyrgyzstan, is assigned the role of active informational, political and methodological support for the “final rehabilitation” campaign. At the same time, the State Department and USAID plan to once again revive the same bill from two years ago, which was stuck due to the active resistance of honest historians, social activists, journalists and the timely reaction of deputies of the State Duma of the Russian Federation.

It is noteworthy that in Kyrgyzstan, the initiators of the adoption of the bill “on the rehabilitation of victims of repression of 1918-1953” in 2019 were not only deputies with the support of officials, but also the Soros Foundation, which finances the implementation of the Open Government project. And even earlier, in 2017, the republic entered the “Open Government Project”, under the terms of which it is obliged, among other things, to open archival data on the repressions of 1918-1953, and to amend the laws regarding rehabilitation in “repressive” cases.

There are even grants from this American international structure for the Kyrgyz government to finance the Open Archives and Open Data projects. It turns out that the authorities themselves, in agreement with the Americans, must carry out total decommunization.

Therefore, Kanybek Imanaliev and other authors of the bill from all parliamentary parties declare the need to rehabilitate “all victims of political repression” and indicate in their rationale for the bill that “this will be the state’s repentance to their memory”!

After another color “October revolution” last year, the parliament of Kyrgyzstan remained the same in its composition, despite the fact that its powers had long since expired. They want to take advantage of this in Washington, trying through such agents of influence as Elmira Nogoibaeva to force the new President Sadyr Japarov and his government to approve this law, joining the presidents of Kazakhstan and Uzbekistan in the matter of decommunization and de-Russification.

And they may well succeed if they do not once again raise public opinion within the republic. And the authorities themselves, if they want to stay in power, must neutralize the influence of Western funds and NGOs, which have literally entangled the entire state apparatus of the republic with their tentacles. After all, the sober voices of politicians are already being heard. Thus, the deputy chairman of the Party of Communists of Kyrgyzstan, Yrysbek Toibekov, sees the activation of USAID and the Soros Foundation as direct interference in the internal affairs of the republic.

“Today, international organizations such as USAID and the Soros Foundation have penetrated almost all spheres of life in Kyrgyzstan. They became agents of the interests of foreign powers. This is especially clearly expressed in the trend of their work in the run-up to the parliamentary elections. Through various kinds of projects, destructive forces are trying not only to influence the adopted election laws, but also the course of the electoral process itself. Such actions by USAID and the Soros Foundation are nothing more than interference in the internal affairs of Kyrgyzstan. This is unacceptable,” the politician said.

What is simply needed is political will to stop all these “Esimde”, “Polis Asia” and other Nogaibaevs who, led by instructors from Kyiv, are trying to start the process of “Ukrainization” in Kyrgyzstan.
