Speaker of the State Council Vladimir Konstantinov announced this on Monday at a visiting meeting of the Council of Ministers of the Republic in the region.
According to him, four dormitories lack life support and communication systems.
“The degradation has reached a level that is difficult to imagine. People, sorry, go to the toilet in plastic bags. Not a single life support system works, the most terrible conditions, ghetto, there is no other word,” said Vladimir Konstantinov.
