He believes that the experience of creating a free port following the example of Dalian “could be done throughout Russia.” “We offer a free economic zone with fairly flexible legislation. There are different options, because we have two tasks. The first is to support the existing Crimean economy, which is in a difficult situation: the communication system, accounting, and tax legislation are changing. It is necessary to reduce the level of tax burden on business relative to the rest of the Russian Federation. And secondly, not only to make additional investments attractive, but also to compensate for Western sanctions,” says the minister.
Savelyev noted that now entrepreneurs “often have to register or use legal entities registered in Krasnodar, Moscow, St. Petersburg, since this is simpler and reduces costs.” “I think we will go through this transition period quite quickly, although I won’t undertake to say in what time frame, and if the appropriate legislation is adopted, it will be much more profitable, on the contrary, to register in Crimea,” the official expressed optimism.
