Fixed Russian telephone numbers began to be issued in Crimea

Moscow - Simferopol, July 9 (Navigator, Mikhail Stamm) - Following mobile operators, participants in the fixed telephony market began to receive numbering in Crimea and Sevastopol, the turnover of which last year reached $28 million in the region. The first was the subsidiary of Rostelecom. Miranda-Media and two companies from St. Petersburg practically unknown to market participants - E-Mobile and Aurora Telecom.

According to the Rossvyaz register, fixed numbering in the code “365” in Crimea was received by Miranda-Media LLC (more than 2,67 million numbers) and E-Mobile LLC (2,78 million). In Sevastopol, numbers in the code “869” were received by the same Miranda-Media (2,2 million) and Aurora Telecom LLC (2,78 million).

Miranda-Media is a subsidiary of Rostelecom. To launch services in Crimea, this spring the company has already purchased the assets of three local telecom operators. Rostelecom explained yesterday that Miranda-Media “provides a full range of fixed-line communications services, mainly to b2b clients.”

“E-Mobile”, according to Kartoteka.ru, was registered in 2011 in St. Petersburg and belongs to three individuals - Olga Lebedeva, Larisa Tserkasevich and Lyudmila Menshova. In the summer of 2011, the company acquired several federal licenses to provide data transmission services, local telephony and telematic communications. Later that year, it also received a mobile virtual operator (MVNO) license for several regions. The company was supposed to launch services no later than November 2013, but never did.

Aurora Telecom was also registered in 2011 in St. Petersburg and belongs to Alexander Nefedov. Also in 2011, it received federal licenses for local telephone and data services. According to the Rossvyaz database, the company also owns numbering in St. Petersburg, Petrozavodsk, Elista, Astrakhan and a number of other regions.

In March of this year, Aurora Telecom and E-Mobile received licenses to provide intrazonal communication services throughout the country.

Two more companies received numbering in Crimea - however, only for mobile communication services (code “978”). One of them is Krasnodar-based K-Telecom LLC, which market participants associate with MTS. According to unofficial information, SCRF previously allocated to this company the frequencies on which the Ukrainian mobile operator MTS-Ukraine (a subsidiary of MTS) operates in Crimea. But MTS itself has repeatedly said that it is not connected with K-Telecom. The second company is VimpelCom. She could receive the frequencies on which the Ukrainian Kyivstar operates in Crimea.

Kyivstar, which also has a fixed-line business in Crimea, complained that equipment and base stations on the peninsula are failing due to the fact that local partners do not accept hryvnia as payment for electricity and rent. This has already led to a deterioration in the quality of communication. VimpelCom does not comment on whether they have plans to develop fixed-line communications on the peninsula.
