An official who covered up beach development was punished in Crimea
In Crimea, a precedent has been created for holding heads of local administrations accountable for construction on the beaches. The improvement agreement, which covered the inaction of the head of the Molochnenskoye settlement administration, did not help in this case.
Last year, residents of the village of Vitino on the western coast of Crimea discovered a fence and 30 wooden cottages on a recently empty beach. It turned out that the camping was the work of an entrepreneur who, back in 2017, received the beach under an improvement agreement and undertook to make it comfortable for relaxation, with showers, toilets, sun loungers and shade canopies.
But while he was laying communications to the beach and spent 11 million rubles, he decided to “recoup” the investment in a way known to all residents of Crimea - by renting out housing to holidaymakers. Instead of bungalows, wooden cottages have grown, and under each there is a strong concrete foundation, which already gives the buildings the status of capital ones. The fence, according to the owner of the new recreation center, is needed to protect against goats and cows, and the passage to the sea will remain free. The truth is in the part that will not be occupied by trade pavilions, which were also supposed to help return the money invested.
The head of the Molochny rural settlement, Denis Plokhikh, did not see any crime in the actions of the entrepreneur. The improvement scheme included non-permanent houses and retail outlets, and everything was in accordance with the law. But after protests by residents of Vitino and publications in the media, the administration of the Saki district urgently intervened in the situation.
“Construction on Vitino beach has been stopped,” assured the head of the Saki district administration, Mikhail Slobodyanik. “Nothing will be built.”
The prosecutor's office conducted an inspection and found violations, and the investigation found that the head of the settlement was at the construction site several times and did not take any steps to prevent illegal construction in the 100-meter coastal strip. The damage from such inactivity amounted to 10 million rubles.
As a result, by a court decision, the former head of the settlement was found guilty of committing negligence with grave consequences, banned Bad from working in the civil service for a year and sent him to compulsory work.
According to official information, 40 beach areas in Evpatoria provide the treasury with only 1,8 million rubles. At the same time, retail outlets, paid sun loungers and bungalows often occupy the entire free area, leaving a few meters near the surf for insolvent beachgoers.
The same picture can be observed on most beaches of the southern coast of Crimea.
Heads of administrations refer to improvement agreements, and entrepreneurs take advantage of the opportunity to make money on every piece of coastline while there are loopholes in the republican law.
