In Crimea they can’t come up with a working beach improvement scheme
At the height of the holiday season, the Crimean authorities decided to test the effectiveness of using beaches transferred to entrepreneurs under improvement agreements.
Some of the coastal territories may be returned to municipalities ahead of schedule, a PolitNavigator correspondent reports.
This season, 440 beach areas are open. These sites underwent examinations of the bottom, the quality of sea water and beach soil, and the artificial beaches were covered with fine crushed stone. The cost of preparing one beach map ranges from 150 thousand to 300 thousand rubles, and every year the cost of diving surveys, soil and sea water analyzes is only growing. They can be repaid by providing paid services for the rental of beach equipment and the placement of non-stationary retail outlets. Or the inclusion of maintenance costs in the cost of accommodation, if we are talking about the own beaches of hotels and sanatoriums.
On the eve of the holiday season, the Ministry of Resorts of Crimea developed a new procedure for securing beaches through an auction in order to regulate the placement of retail outlets and introduce standards for beach equipment - “luxury”, “standard”, “economy”. The ministry threatened to terminate improvement contracts with unscrupulous users in order to identify new developers using a new procedure. According to preliminary estimates, the Ministry of Resorts has about 50 such agreements.
“Thanks to the new competitive procedure, we will attract more disciplined entrepreneurs to this business, who will ensure the availability of not only sun loungers and shade canopies on the beach, but above all, high-level service. We understand all the mechanisms for using beaches, their commercial component, we structure this data so that the beach business in Crimea is conducted fairly and at the same time brings income to the city budget comparable to the actual profit received,” assured Vadim Volchenko, Minister of Resorts of Crimea.
However, by the beginning of July it turned out that the new procedure did not affect the level of beach improvement. The head of the Ministry of Resorts proposes to reconsider the efficiency of using beach areas and return some of them to municipalities so that they can earn money on their own. Moreover, this should be done before August 1, so that the administrations can receive income this season, bearing the costs of cleaning and the work of rescue sailors.
The Ministry of Resorts also proposes to develop a single archetype of beaches and embankments in order to streamline the appearance of public areas and rid them of excess trade. At the same time, the archetype of sales tents was approved by the municipalities of the resort areas long before the start of the holiday season, and the appearance of all Crimean beaches with recommendations for the color scheme for each region was presented by the Ministry of Resorts back in 2017 at the first unified exhibition of beach equipment in Russia “Beach World”.
