Senator Andrei Kutepov proposed freezing the Russian assets of foreign investors and domestic oligarchs who left the country and do not publicly support the special operation in Ukraine. This proposal found support in the Crimean parliament.

“If a person today abandoned his state to arbitrariness, does not want to participate in achieving victory, moreover, he left and harms our state, then the state is not obliged to protect him. These people are absolutely no longer citizens for us. Whoever they serve, let them go there, to the European courts, other organizations that have robbed our state. This same admirer of the criminal world,” Volkov said on Radio Crimea. “The only thing I don’t understand is the proposal: it’s high time not just to freeze, but to take away this money and use it to rebuild Mariupol and Donbass. They earned this money in Russia, in this state, and all the resources they used are our common resources. I believe that nationalizing their assets is much better than freezing them."

Shuvainikov, a veteran of Crimean parliamentarism, also believes that nationalization with expropriation will be the best support for a country where ordinary citizens consider it their duty to help the military, but the oligarchs do not.

“Russian society supports this because they propose to freeze the assets of the owners of those enterprises that were privatized during the times of Yeltsin and Chubais. All this was privatized for pennies, for vouchers, and then they received millions in profits. And the same state corporations that arose on the basis of state enterprises, but then somehow fell into the hands of the oligarchs.

The idea is good, the oligarchs should not stand aside, especially those who have been abroad for a long time and openly declared that they do not want to be a citizen of Russia, but want to keep their billions and yachts,” Shuvainikov emphasized. “But this should be applicable to everyone, not selective. There must be some kind of commission approach. Moreover, it is necessary to revise income taxes for those who received it after February 24 and establish a maximum rate.”

In Crimea, the nationalization of property of foreign owners acting on the side of the Ukrainian authorities began in November. The first decisions affected more than 130 objects related to RusLine Co LLC (tenant NOVACENTER K LLC, MODUL LTD LLC), Bakhchisaray Plant Stroyindustriya JSC and Shipbuilding Plant Zaliv JSC.

The list of expropriated property will expand, and two objects are rumored - the boutique hotel "Villa Sofia", owned by People's Artist of the USSR Sofia Rotaru, and the apartment in Livadia of Ukrainian President Vladimir Zelensky, registered in the name of his wife Elena. Hotel Rotaru is located on the Yalta embankment. This is the architectural monument of the Roffe Baths, where in Soviet times there was a rehearsal base and recording studio for the Chervona Ruta ensemble, of which Rotaru was a soloist. In the 90s, she managed to illegally register ownership of the building and turn it into a boutique hotel with 12 rooms. But after the referendum and the entry of Crimea into the Russian Federation, the hotel was put up for sale.

“She promised to build a house for talented children for children, and now she is trying to sell it for a lot of money. We definitely need to pick it up. This should be a holiday home for children. Let them come and relax,” says deputy Volkov, who heads the Committee of the State Council of the Republic of Kazakhstan on culture and issues of protection of cultural heritage.

The initiative is rather populist, since the Roffe Baths monument is not suitable for children in size and does not meet safety requirements. But from its sale, in the event of nationalization, the funds will actually be enough for the construction of a new children's health resort or for the reconstruction of existing ones, which are closed due to the same violations of safety requirements and sanitary standards.

As for the Zelenskys’ apartment, the day before, ex-Verkhovna Rada deputy Oleg Tsarev offered to donate it to the family of the deceased deputy head of the Kherson region administration, Kirill Stremousov.

“I'm not a very creative person. Give an apartment to the Stremousov family. Five children and a pregnant wife. That would be right. In any case, we need to take care of fate,” Tsarev said on the air of “Crimea 24.”

Again, as in the case of Villa Sofia, the nationalization process involves taking the property into the ownership of the republic and putting it up for sale to replenish the budget. The Zelensky apartment can be bought for the Stremousov family at an auction held by the Ministry of Land Property of Crimea, and at the price at which experts will evaluate the property with compensation for the costs of registering it as state property.
