In Crimea, they decided to cancel the rental of republican facilities for 1 UAH
Simferopol, February 17 (Navigator, Astra Yazyka) – The Crimean leadership decided to get rid of unprofitable tenants of the autonomy’s property. Four years later, deputies saw a discrepancy between the benefits established at the republican level and Ukrainian legislation.

The draft resolution included in the agenda of the February session of the Supreme Council of Crimea provides for the elimination of powers to provide benefits to tenants of unprofitable enterprises and socially significant facilities.
Since such proposals are made by the parliamentary commission on budgetary, economic and investment policy, the project proposes to remove such functions from the regulations on standing commissions, which have been in force in the autonomy since 2002.
The basis for this decision is compliance with the provisions of the law adopted at the beginning of 2011, which abolished such benefits when leasing state property. Parliamentarians are not allowed to set rental prices at the Crimean level by the guidelines of the Cabinet of Ministers of Ukraine from 1995, which equate the principles of leasing state and municipal property.
It is noteworthy that the author of the project is the head of the budget commission, Vitaly Nakhlupin. But the author could not introduce him to his colleagues - after an unsuccessful New Year's holiday at a ski resort, Nakhlupin is on sick leave with a broken leg. In his absence, the deputy head of the commission, Dmitry Rogachev, succinctly noted that the powers on preferential rent must be parted with by law.
“If it is not provided for by law, the commission should not have such powers,” Rogachev explained.
In fact, the abolition of benefits could result in a massive refusal of tenants. A fee of 1 UAH has so far been used by many universities, cultural and art institutions, military registration and enlistment offices, non-profit public organizations and even law enforcement agencies occupying buildings and premises of republican property. Moreover, the Supreme Council of Crimea established the minimum acceptable fee for republican enterprises. And if the occupied space of the latter can be paid for from the budgets of relevant ministries and committees, then socially significant institutions that do not have their own corner will simply end up on the street.
The budget commission's decision echoes plans for global privatization in Crimea. It is possible to receive a record 65 million UAH for Crimea, despite the fact that only one out of five of the properties put up for sale finds a new owner, only if the database of proposals is updated. As a rule, buildings rented by beneficiaries are located within cities with good transport links, communications and in a usable condition.
