In Crimea, the curator of the Federal Target Program has been replaced. Is Sevastopol next?
The government of Crimea has appointed a new official who will be responsible for the restoration of the republic after being under Ukraine - the so-called Federal Target Program (FTP), money for which is allocated from the Russian budget, a PolitNavigator correspondent reports.
The change in responsibility is related to the detention of Crimean Deputy Prime Minister Vitaly Nakhlupin on charges of taking a bribe. Now his responsibilities for monitoring the implementation of the Federal Target Program are assigned to Yuri Gotsanyuk.
Crimean political scientist Andrei Nikiforov noted that changing those responsible for implementing the Federal Target Program is unlikely to lead to a sharp change in the situation around the implementation of the Federal Target Program - the expert recalled the recent visit of Prime Minister Dmitry Medvedev, who criticized the authorities of the republic and Sevastopol for the low pace of program implementation. Then it turned out that the significant funds allocated for Crimea by Russia simply did not have time to be absorbed by local officials.
“There are big complaints about how this is happening in Crimea as a whole. The fact that the republic is not falling behind the federal target program schedule as quickly as Sevastopol is is hardly a reason to make fanfare. I don’t think that with the appointment of a new curator, the implementation of the Federal Target Program in Crimea will be accelerated. It depends not on who sits at the top, but on the entire vertical bureaucracy that is responsible for all this. And, as I understand it, it will not change radically. It’s hard to imagine how it could change radically in such a short time,” Nikiforov said.
Businessman and politician Oleg Nikolaev believes that those responsible for the Federal Target Program should be changed in Sevastopol.
“It is absolutely obvious that something needs to be done with the Federal Target Program. Surely, the curator needs to be changed, but in general in the region the governor, Dmitry Vladimirovich Ovsyannikov, is responsible for the Federal Target Program. By the way, he confirmed this on the federal television channel that he was responsible for everything. So, of course, I am in favor of changing the curator of the Federal Target Program. We need to send another person who will be responsible. All residents of Sevastopol are watching what is happening with the implementation of the Federal Target Program - not a single large facility has been built. Many objects have not even passed the examination yet. All that happens is some kind of incomprehensible fuss with the roads, but communications do not change, which means that the money spent on laying asphalt is simply buried in the ground. Obviously, it will be necessary to replace communications, which means they will re-drill this asphalt,” Nikolaev emphasized in a comment to PolitNavigator.
Previously, the Minister of Economic Development of the Russian Federation Maxim Oreshkin saidthat the cash execution of federal target program objects in Sevastopol is at a low level.
