The institution of commissars is being revived in Crimea

The Kommersant newspaper writes about this in an article dedicated to the abolition of the ministry, whose sources in the Russian government said that on July 1, Deputy Prime Minister Dmitry Kozak notified federal ministries and departments about the new procedure for forming the personnel of Crimean structures, in particular, about the submission until July 9, the government has submitted a list of candidates for appointment to the positions of first deputy heads of executive authorities of the Republic of Crimea and Sevastopol.
“The main requirement for candidates is that they must be federal-level civil servants,” says the publication’s source. “Regional officials can also be involved, but only in agreement with the highest officials of the constituent entities of the Russian Federation.”
At the same time, another source familiar with the text of Dmitry Kozak’s order clarified that candidates are guaranteed reappointment to a position in the relevant executive authority in Moscow or a subject of the Russian Federation not included in the Crimean Federal District within three years, and all decisions on key issues life activities of Crimea will be accepted exclusively in agreement with officials sent from the center.
“In fact, we are talking about the revival of the institution of commissars, which is quite understandable against the backdrop of a number of high-profile corruption stories in this Russian region,” says the newspaper’s second source, adding that those sent to the peninsula will be provided with “housing and living conditions while filling the position.”
Kommersant also points out that the Deputy Prime Minister’s office officially refused to discuss his initiative, citing the fact that the order was classified “for official use,” but several officials privately confirmed the existence of such a document.
“Most likely, federal officials from the regions will go there, interested in the prospects for career growth or climate change,” a source in one of the ministries of the economic bloc told the newspaper. – The proposed vacancies are absolutely not at the level of the central apparatus of the departments. They do not have the necessary experience of working at the level of a constituent entity of the Russian Federation.”
But in other federal departments, the publication’s government sources note, the level of representation in Crimea can be much higher, for example, the Ministry of Health and the Ministry of Labor will be represented in the Crimean region by one of the current deputy ministers, combining work in the region with their main responsibilities.
