All wind and solar power plants are up and running in Crimea

Moscow - Simferopol, May 16 (Navigator, Mikhail Stamm) - Ukraine stopped payments to electricity producers in Crimea at the beginning of April. Because of this, all solar and wind power plants stopped on the peninsula. Meanwhile, the peninsula authorities are nationalizing them.

Crimean power plants based on renewable energy sources (RES) have been stopped: the Ukrainian state enterprise Energorynok, which compensated them for increased tariffs, has terminated the contracts, Sergei Bedryk, deputy head of the Crimean Committee on Fuel, Innovation Policy and Energy, told Kommersant.

The capacity of wind power plants (WPP) in Crimea is 63 MW, solar power plants (SPP) is 267 MW.

The suspension of the solar power plant on the peninsula was confirmed by the largest developer of renewable energy projects in Crimea, the Austrian Activ Solar (owned by former Deputy Prime Minister of Ukraine Andrey Klyuev). The construction of new stations has also been frozen. To develop renewable energy sources in Crimea, amendments to the law on the electric power industry are needed to introduce a feed-in tariff.

Ukraine has guaranteed increased electricity tariffs for investors in renewable energy sources since 2009. This attracted foreign investors to Crimea, where there is a large energy shortage and high solar activity. But the level of the feed-in tariff was reduced several times and in 2013 was about €0,34 per 1 kWh. Activ Solar says that it has built six solar power plants in Crimea with a capacity of more than 400 MW with money from Chinese state corporations and European institutional investors, four are connected to the grid, two more are at the commissioning stage. The total investment is estimated at $1,8 billion.

Wind farms on the peninsula were owned mainly by state-owned companies - Crimean Generating Systems (also own four thermal power plants), nuclear power plant operator Energoatom, enterprises of the State Committee of Ukraine for Water Management and the Ministry of Defense. There is also a private investor - the Management Company “Wind Parks of Ukraine”.

The new authorities of Crimea have begun an inspection of the prosecutor's office against Activ Solar, accusing it of fraud, land seizure and illegal receipt of benefits, the acting head said on Wednesday. O. Head of the Republic Sergei Aksenov. Four wind farms have already been recognized as property of Crimea.
