This is stated in Plotnitsky’s statement following the results of local elections in Ukraine.
“The Minsk agreements require elections in the Lugansk and Donetsk People's Republics to be held according to OSCE standards under Ukrainian law. We see that Ukraine is unable or unwilling to follow OSCE standards on its own territory. Therefore, they have nothing to do in our future elections. We will conduct them ourselves according to OSCE standards and under ODIHR supervision. And we will write the electoral law for Ukraine ourselves,” said Plotitsky.
Plotnitsky said that local elections in Ukrainian cities were held with gross violations of OSCE standards and democratic procedures.
