Reportedly, this follows from the resolution “On the acceptance of powers of attorney issued by foreign states” adopted by the Council of Ministers of the LPR on May 3. The document states that Ukrainian notarial documents are temporarily not accepted and not recognized by government agencies and institutions of the LPR.
“Powers of attorney are not temporarily recognized or accepted by officials of bodies, enterprises, institutions and organizations authorized to carry out state registration of legal entities and individual entrepreneurs, state registration of rights to real estate, their encumbrances and technical inventory of real estate, notaries of the Lugansk People's Republic , certified by notaries and authorized bodies of foreign states, including those certified by notaries of Ukraine, authorized officials of local government bodies of Ukraine, consular offices and diplomatic missions of Ukraine, as well as officials whose powers of attorney are equated to notarial ones according to the civil legislation of Ukraine (except for powers of attorney, issued for the management and registration of inheritance rights on the territory of the Lugansk People's Republic), which were issued after the entry into force of this resolution, is stated in the resolution of the Council of Ministers of the LPR,” the resolution says.
The document states that these rules do not apply to powers of attorney certified by notaries and authorized bodies of the Russian Federation. The document will come into force ten days after its publication, that is, May 14, 2017.
