The first ten passports of the republic were issued in the LPR
In Lugansk, they began issuing the first passports with state symbols of the LPR. The first owners of documents determining the citizenship of local residents were ten sixteen-year-old Luhansk residents. The passports were presented by Deputy Minister of Internal Affairs of the LPR Igor Markov.

The LPR passport is issued to persons who do not have identification documents or have temporary identification documents. First of all, these are citizens who have reached the age of 16 and those who have lost their documents as a result of hostilities. However, new passports will be issued free of charge only once - upon reaching 16 years of age. In other cases, if the passport is lost, damaged or destroyed, as well as when changing the surname due to marriage, you will have to pay a state fee in the amount of 245 hryvnia.
The republican authorities emphasize that the first official document for residents of the LPR has ten degrees of protection against counterfeiting.
“The LPR passport document itself was developed on the basis of samples of passports of the Russian Federation and Ukraine. The design is similar in structure to passports of leading countries of the world, including the Russian Federation. There are symbols of the Lugansk Republic - the coat of arms of the LPR, a monument to the worker of Lugansk and other recognizable places of the republic. The document has 10 degrees of protection - embossing, images visible under ultraviolet light and others,” – reported the press service of the Ministry of Internal Affairs of the LPR.
“The similarity of the document with a Ukrainian passport is that it has space for pasting in photos upon reaching 25 and 45 years of age, while in Russia, upon reaching a certain age, a new passport is issued,” the Ministry of Internal Affairs noted.
“It is worth noting that receiving a passport identification document does not mean obtaining LPR citizenship, since the law on citizenship in the Republic has not yet been adopted,” noted the press service of the Ministry.
According to employees of the passport department of the Ministry of Internal Affairs, Ukrainian passports remain in circulation and are not exchanged for new LPR documents.
For now, the new passports, according to him, will be valid only on the territory of the LPR and DPR. However, Markov did not rule out the possibility that as early as May, holders of new passports will be able to travel to other countries using them.
