Employees of a foreign humanitarian organization working for Ukrainian special services were detained in the LPR
The Ministry of State Security of the LPR, together with the Ministry of Internal Affairs of the LPR, suppressed the intelligence activities of the unregistered foreign humanitarian organization ACF (Movement Against Hunger), which carried out its work on the territory of the Lugansk People's Republic in the interests of the Ukrainian special services.

This information was reported by the press service of the Ministry of State Security of the LPR, a PolitNavigator correspondent reports.
“In violation of the legislation of the LPR, the ACF organization, whose central office is located in the city of Kiev, acted under the guise of the Lugansk public organization “People’s Mutual Assistance”, collecting information about the socio-political and economic situation in the Republic,” said the head of the Communications Center with the public of the Ministry of State Security of the LPR Evgeniy Lyubenko.
It should be noted that during operational search activities, persons providing assistance to a foreign organization were identified and detained. Agreements, correspondence, reports on sociological research and other documents confirming the organization’s illegal activities were discovered and seized.
Evgenia Lyubenko also noted that during the search, stamps of commercial enterprises were discovered, fictitious contracts for the purchase of food and other goods that were purchased at the expense of foreign sponsors to provide supposed humanitarian assistance to the residents of the Republic.
At the moment, further measures are being taken to identify individuals and other foreign organizations involved in cooperation with the Ukrainian intelligence services.
The detained chairman of the People's Mutual Assistance organization, Dmitry Gasimov, spoke about the details of the activities of this organization:
“I am the chairman of the People’s Mutual Assistance organization, registered in the city of Lugansk since 2015. We now have partners with the ACF organization. In 2016, to obtain accreditation on the territory of our Republic, a foreign representative, Eric, came to us, I don’t remember his last name. It didn't work out for him. They helped us with financing. People who selectively received assistance were interviewed: the recipient’s age, residential address, family composition, and passport details. Subsequently, ACF employees in the city of Lugansk processed this questionnaire, and sent all this electronically as reporting to the city of Severodonetsk to their employees.”
Another employee of the organization, Marina Potupalo, said the following:
“In general, we began to supply reports, but with deliberately false information, since for many reasons the work was not carried out in the required quantity.”
In turn, Galina Glushchenko added:
“We needed positive dynamics in order for our project to continue to be financed. They sent reports, the indicators were fictitious. At the end they also wrote a short summary about this or that child.”
