According to him, the Kyiv authorities do not want to “follow a peaceful path to resolving the conflict.” “This is an option to implement the Geneva agreements,” he said, recalling what happened yesterday in Odessa and Slavyansk.
“I declare a state of emergency in the Lugansk region. The first thing is announced: the complete mobilization of the male population of the region. A curfew is declared on the territory of the Luhansk region from 23:00 to 06:00 in the morning,” he said.
He emphasized that headquarters are being created in each locality to prepare for defense.
At the same time, all employees of internal affairs bodies who do not live in the Luhansk region must leave its territory before 18:00. The leadership of the security forces must arrive at the “people’s governor” before 18:00 to “take the oath to the people of the Luhansk region.” Those who do not do this will be “declared traitors and enemies of the people of the Luhansk region.”
In addition, the activities of parties and public organizations are prohibited. “Right Sector”, ultras, any radical parties are outlawed and will be prosecuted under martial law,” Bolotov emphasized.
