“Law enforcement agencies - the Ministry of Internal Affairs and the Security Service of Ukraine - protect public order in the territory of Crimea together with units of the Black Sea Fleet of the Russian Federation. We monitor places where any provocative actions may be committed; patrol units are working,” Abisov said. “We have many people with their own opinions about what is happening - I urge everyone to remain calm.”

According to the police chief, the personnel became subordinate to the Supreme Council of Crimea because they did not recognize the legitimacy of the appointment of Arsen Avakov as head of the Ministry of Internal Affairs.

“The situation could not remain in limbo, so a decision was made to subordinate us to the Supreme Council of Crimea. My opinion, and not only mine, is that Avakov’s appointment is illegitimate, and I had no contacts with him,” Abisov explained.

He added that the republican budget will finance the Ministry of Internal Affairs, and in the future municipal police units will appear in cities and regions.

“The main thing is that people should receive appropriate wages and all social benefits,” Abisov assured.

Conflict with the appointed order of the acting Minister of Internal Affairs. the head of the central administration, Igor Avrutsky, according to Abisov, was also not there - Avrutsky returned to Feodosia to work as vice-mayor.
