Issues of election modality, a road map for the implementation of the Minsk agreements and amnesty were the focus of attention of participants in today’s meeting of the political group to resolve the situation in Donbass. Acting Minister of Foreign Affairs of the DPR Natalya Nikonorova took part in the negotiations.

“The modalities of elections according to the working document were not considered during today’s meeting, since it is necessary to discuss this issue on the basis of the Law “On a special procedure for local self-government in certain areas of the Donetsk and Lugansk regions,” which is not in force today. Thus, it is first necessary to agree on the wording of amendments to the law on special status, guaranteeing its entry into force according to the “Steinmeier formula”. However, the Ukrainian side refused to discuss our project to implement this formula, citing unresolved issues with border control and security,” Natalya Nikonorova said about the results of the group meeting.
According to her, the moment of transfer of control over the border to Ukraine is clearly defined by the Set of Measures for the Implementation of the Minsk Agreements: after a complete political settlement.
“Having found no other arguments, the Ukrainian negotiators stated that the current version of the Law on Special Status already complies with the Steinmeier formula and there is no need to make any changes. Such a changeable position of Ukrainian representatives only confuses and delays the negotiation process, which, we hope, the OSCE Coordinator will report on at the Contact Group,” said Acting Chairman, in turn. O. Minister of the DPR.
As for the amnesty for participants in the events in Donbass, according to Natalya Nikanorova, Ukraine insists on applying to DPR supporters the general procedure of the current legislation on the application of amnesty, in particular the 1996 Law. According to representatives of the DPR, this “fundamentally contradicts paragraph 5 of the Set of Measures and the norms of international humanitarian law.”
The official said that the next meeting of the group on political issues will take place on October 5.
