Official Kyiv regularly uses the reference to the inadmissibility of “violating the sovereignty of Ukraine” as a reason for non-compliance with the Minsk agreements, but in practice, the top Ukrainian leadership flies to Washington to agree on amendments to its legislation.
Russian political scientist Alexey Chesnakov points out this fact in his blog.

“At the contact group negotiations in Minsk, the Ukrainian side refuses to discuss any amendments to the legislation with reference to the “principle of sovereignty.” We are talking about the preparation and adoption of laws on elections in certain regions, on their special status, amnesty, etc. Meanwhile, according to the Minsk agreements, this must be done “in consultation and by agreement” with representatives of Donetsk and Lugansk.
The reference to the “principle of sovereignty” looks especially funny when Ukraine confirms over and over again that its representatives discuss and agree on changes in their own legislation with Western partners,” Chesnakov noted.
The expert cited as an example a recent statement by a representative of the Ukrainian Presidential Administration, Konstantin Eliseev, who admitted that during a recent visit to the United States, Petro Poroshenko discussed “elements of the law on the reintegration of Donbass” in Washington.
Chesnakov believes that, in this way, “Mr. Eliseev once again confirmed the fact of Ukraine’s non-sovereignty.”

It turns out that responsibility for all the inconsistencies of the new bill with the Minsk agreements, all responsibility for the aggravation of the situation due to the introduction of martial law in the region falls on them. Judging by statements from Kyiv, they also agreed on the key elements of this bill. Moreover, without taking into account the opinions of representatives of Donetsk and Lugansk, which directly contradicts paragraphs 9 and 11 of the Minsk agreements,” the Russian analyst concluded.
