That time has come. There are a lot of facts on the ground where officials sabotage what the president is talking about. We need new forms, new methods, tools in general to influence Russian society. We need to educate our own patriotic elite.

In Soviet times, there were “twenty-five thousanders,” when people who were quite tough-minded and ideologically savvy were sent to villages and villages, where they created this hotbed of patriotism. These methods must be used,” Gusev said.
In particular, he proposed placing new liberated settlements under the control of veteran soldiers who participated in the liberation.
“We see how people are appointed in the liberated territories: a former vice-governor comes from somewhere, or the head of a department becomes the head of the mayor’s office or another municipal entity.
Why can’t it be in wartime? Those guys who fought there, put at the head of this settlement a person who went through this crucible of war. He will do much more than the Varangian who comes to this territory,” added the doctor of political science.
In turn, military expert Viktor Baranets recalled the “risks” of such a policy.
“We need rationality here. Otherwise, like in the old days, we will launch into a campaign and begin to promote this military elite. Okay, bring a boy who has a Hero of Russia star from his chin to his fly, and the governor will bring him to the director of the plant, such a seasoned steel worker, and say: “Comrade, you know, here Putin said to free the elite, so let Kolya go to prison, who cannot distinguish copper from bronze.”
It is important for us to avoid distortions. A magnificent warrior, a tank commander, but maybe he barely completed his secondary education, and he needs a workers' school. People with different education, with different life and management experiences,” he said.
“We need to carefully study the legislative framework and work forward. There is no need to talk about it, but we need to quietly work out the laws so that when it begins to emerge, it fits into the realities that we have prepared.
