Moscow warned that without a special status for Donbass, Kyiv should not count on peace

It was also said that if Ukraine’s law on special status expires on October 18, then the entire peace process, from the Minsk agreements and the UN resolution to the current negotiations on the exchange of prisoners, will lose logic and meaning.
“The law on special status is not only the basis of the political part of the agreements. Without it, there is no point in discussing security issues. They are interconnected. It is not for nothing that the road map agreed upon by the leaders of the Normandy Four countries is fully called “Road Map for the Implementation of Political and Security Measures of the Minsk Agreements.” If there is no synchronization of security measures and political steps, then Surkov and Volker have no need to discuss the UN mission, and the Normandy Four have no need to discuss the road map. Negotiations will have to be frozen.
You need to understand a fundamental thing. The DPR and LPR will not discuss any military aspects without guarantees that the political part of the Minsk agreements will be fulfilled by Ukraine.
