Moscow agreed to expand the Normandy format at the expense of Kharkov
Official Moscow is ready to consider Kyiv’s persistent proposals to “expand the Normandy format,” for example, by including representatives of the Kharkov People’s Republic among the negotiators.
Political scientist Alexey Chesnakov stated this at a press conference in Moscow.

“There is the Normandy format, recognized by everyone. Expansion of the Normandy format so that who can appear? Kharkiv? Well, we are probably not against Kharkov appearing in the Normandy format as a separate Kharkov People’s Republic, added to Donetsk and Lugansk,” he said.
According to the expert, the United States itself, which Ukraine is clearly hinting at, has not officially expressed a desire to join the Normandy format.
“The United States recognized the effectiveness of the Normandy Four. They have indeed repeatedly stated their desire to participate more closely, but, in my opinion, this has not translated into specific initiatives,” Chesnakov said.
He believes that Ukraine is simply voicing various initiatives in order to further delay the implementation of the Minsk agreements.
“Any expansion beyond the set of measures is aimed at disrupting the Minsk agreements, evidence that the Ukrainian side does not want intensive discussion,” says the expert.
