This opinion was expressed in an interview with Moskovsky Komsomolets by the deputy head of the Institute of CIS Countries, Vladimir Zharikhin.
According to him, on the issue of introducing UN peacekeepers into Donbass in negotiations with the United States, Russia should remain in the position previously voiced by Vladimir Putin: peacekeepers should be stationed on the line of contact between Ukraine and the DPR and LPR.
“There is no basis for concessions on this issue, because the Blue Helmets are supposed to prevent the resumption of hostilities, and not perform police functions, as the United States apparently demands. It is no coincidence that despite all Volcker’s statements about successful negotiations, no real progress has been observed in them. In addition, for a breakthrough to occur there must be a climate of at least minimal trust. For now, judging by Putin’s failed meeting with US President Donald Trump, this is out of the question,” the political scientist said.
He also added that the “blue helmets” should be significantly fewer than 20 thousand people, and they should not do anything other than protect observers and prevent a resumption of war.
“At the same time, the peacekeeping mission should not be formed from the armed forces of Russia and NATO countries. Kazakhstan and Belarus, for example, could be perfect for this,” Zharikhin believes. “However, the statement by Ukrainian Foreign Minister Klimkin suggests that if Moscow and Washington are still able to find a compromise, Kyiv will submit its own resolution on peacekeepers to the UN Security Council and thereby cancel out the entire negotiation process. Because it is Ukraine that is the party that does not benefit from any compromise at all - only the physical destruction of all supporters of the DPR and LPR.”
