NATO gave Kyiv the go-ahead to delay elections in Donbass and hold them “when the situation allows”
NATO leaders advocated holding elections in Donbass when the security situation allows, in accordance with Ukrainian law and OSCE standards and with a strong presence of international observers.

This is stated in the communiqué following the NATO summit in Warsaw.
“We welcome efforts in the Normandy format and the Trilateral Contact Group to facilitate the implementation of the Minsk agreements to pave the way for the full reintegration of the Donetsk and Luhansk regions, including the passage of the law on local elections in eastern Ukraine, the holding of local elections when the security situation will allow, in accordance with Ukrainian legislation and relevant OSCE standards and with a strong presence of international observers, the implementation of “special status” and amnesty; withdrawal of foreign troops, and restoration of Ukrainian control over its side of the international border,” the communiqué says.
Let us remember that this is precisely the line that official Kyiv adheres to, sabotaging the fulfillment of its obligations under the Minsk agreements by citing the fact that it is unsafe to hold elections in Donbass, and security will come only after the border is transferred to Ukraine.
