According to the department, the detained Belarusian allegedly intended, for financial reward received from the leaders of pro-Russian forces, to create a group of mercenaries to carry out provocations in the Luhansk region with the aim of disrupting the electoral process.
“During interrogation, Shabalin admitted to participating in mass riots on May 2 in Odessa and confirmed his personal acquaintance with citizen Budko (known as “Boatswain”, put on the wanted list under Articles 115 and 294 of the Criminal Code of Ukraine for participation and use of firearms on May 2 during mass riots unrest in Odessa),” the department noted.
In addition, together with a group of three people, a citizen of a neighboring country, according to Ukrainian security forces, wanted to commit a terrorist attack at 14.00 on May 18 on the Kulikovo Field, where the Anti-Maidan rally was taking place.
