According to the Communications Department of the National Police, the former chief of police of the Odessa region is accused of involvement in a criminal offense under Part 5 of Article 191 of the Criminal Code of Ukraine (embezzlement, embezzlement of property or taking possession of it by abuse of official position).

According to Slidstvo.Info journalists, he is suspected of a case involving cigarette smuggling. “Probably, the chiefs of the Odessa police helped smugglers legalize cigarettes that illegally arrived at the Odessa port,” the publication reports.

In September 2018, journalists published an investigation into the state of Golovin’s family. Thus, the 86-year-old grandfather of Golovin’s wife from the Lugansk region purchased an elite apartment on the seashore, worth almost 3 million hryvnia, which the policeman himself uses. The apartment is 85 sq.m. located on the Black Sea coast in the cottage town “Golden Bugaz” in the Odessa region, where there is personal security and a private beach.

Another house of 170 square meters in Odessa, which is used by the head of the regional police, officially belongs to the elder sister of the general’s wife, Oksana Sleptsova. The woman does not live in Odessa, but Golovin indicated this property in his declaration.

According to Golovin, on April 23 he wrote a report of his own free will. When asked whether his decision was related to the change of power, the policeman said: “No comment.”

In turn, the deputy director of the southern territorial directorate of NABU, Alexey Nizhnichenko, said that the ex-chief of the Odessa region police, Dmitry Golovin, and his deputy are suspected of taking possession of tobacco products, which were material evidence in the police investigation.

A recording of Nizhnichenko’s briefing was made public by Radio Liberty journalist Mikhail Stekel.

“The investigation established that the heads of business entities, in collusion with the ex-leaders of the National Police of the Odessa region, in 2017 illegally took possession of a large batch of counterfeit tobacco products, which had the status of material evidence in criminal proceedings, which were being investigated at that time by the Main Directorate of Police in the Odessa region. After which they released it into illegal circulation. We are talking about a batch of tobacco products in the volume of 7 sea containers. The market value, if one can define it that way, was 50 million hryvnia,” Nizhnichenko said.

In total, the investigation exposed 4 people involved in the illegal possession of tobacco products. We are talking about Golovin himself, his former first deputy, as well as two heads of private companies.
