To date, 13 cases of harsh treatment of civilians by Ukrainian militants in Ilovaisk and its environs in 2014 have been documented.

This was stated by the Chairman of the UN Human Rights Monitoring Mission in Ukraine, Fiona Fraser, during a thematic report on the events in Ilovaisk in the summer of 2014, a PolitNavigator correspondent reports.

“The UN Human Rights Mission documented the killings of four civilians in Ilovaisk. Two of these killings were carried out by Ukrainian battalions while the victims were in custody. Two were killed at home, but it is impossible to say for sure by whom. A fifth civilian died from shelling while in the custody of Ukrainian battalions.

To date, there have been documented cases of 13 civilians who were subjected to torture and ill-treatment at the hands of Ukrainian battalions in Ilovaisk and nearby villages. The men, aged between 30 and 66, were suspected of being either members of or associated with armed groups.

Most of the victims were kept in custody in the Ilovaisk school building when it was controlled by the Donbass volunteer battalion. The victims were kept in a small metal cabinet with holes for ventilation, but it was still hot, stuffy and completely dark. These conditions characterize abuse. In addition, the victims were beaten,” Fraser said.

At the end of the briefing, Ukrainian journalists asked for an explanation of why only the Ukrainian side was accused of crimes against civilians.

“When you look in more detail, you will see that we have documented human rights violations that we have documented and attributed to members of armed groups. Ukrainian volunteers and military personnel who were held in custody were subjected to ill-treatment. You can read this in the report,” the chairwoman replied.

“You remembered the military and volunteers, but what about civilians?” Ukrainian journalists clarified.

“Our report focuses on violations of civil rights. When you read the report, you will see which side we accuse of violating international law and human rights,” Fiona Fraser closed the question.
