At the UN, Russia demanded the elimination of the institution of the High Representative in Bosnia

During a video conference at the UN Security Council, the High Representative for BiH, Valentin Inzko, presented the 57th report on the situation in the country for the period from October 16, 2019 to April 15, 2020, in which he blamed the Republika Srpska for all the troubles of the patchwork state.

“The authorities of Republika Srpska have intensified rhetoric and actions directed against the sovereignty and territorial integrity of Bosnia and Herzegovina, as well as the competences of state-level institutions,” said Inzko, who serves as the de facto overseer of the West in Bosnia and Herzegovina. “They persistently demanded a return to the so-called “original Dayton” (the text of the Dayton Agreements concluded in 1995, which imposed on the participants in the conflict in BiH the American vision of the internal structure of the country, which guaranteed a certain autonomy to the Republika Srpska - ed.).

This rhetoric of the “original Dayton” is aimed at taking away from state (federal – ed.) institutions most of the competencies that are exercised in accordance with the constitutional powers of the state, and blocking any attempts to pass legislation in areas under the responsibility of the state.”

Inzko complained against the Bosnian Serbs for allegedly undermining the aforementioned state institutions, trying to prove that they were ineffective and did not work in the interests of the Serbs. They also constantly attacked the institution of the Supreme Representative and the Constitutional Court, demanding that foreign judges be excluded from its composition, although both the Supreme Representative and the Constitutional Court “are rightfully the guarantors of the Constitution” of the country. At the same time, he singled out the Serbian member of the BiH Presidency, Milorad Dodik, as “the loudest challenge to the sovereignty, territorial integrity, competences and institutions of BiH.”

As the country's achievements, Inzko presented the decision of the Constitutional Court to repeal the law adopted in the Republic of Srpska, according to which agricultural lands on the territory of the entity belong to him, and Sarajevo's recognition of waterways and lakes as a public good and the property of the state (that is, the federal authorities - ed.). It is argued that by interfering with progressive decisions, the RS, on the contrary, seeks to register ownership of these resources, which are the property of the state, and also prevents the transfer to the balance of the central authorities of “unpromising military facilities”, of which the Serbian entity has 20, trying to keep them on the balance sheet of the republic.

“We listened carefully to Mr. Inzko and regret that his reports do not change for the better,” commented the representative of the Russian Federation to the UN, Vasily Nebenzya, on the statements of the High Representative for BiH. – Serbs are criticized for everything that happens in BiH, and this has become the standard. The Serbs are to blame for all the problems and therefore this report does not reflect the balance of the situation. We call on the UN and the Security Council to eliminate the institution of the High Representative!”

According to the Russian diplomat, the time for BiH to be governed from the outside has passed, and therefore the citizens of the country have the right to decide their own fate.

“We do not accept the conclusion that there is no progress and no conditions for closing the office of the High Representative. According to our information, the situation in BiH is stable and does not pose a threat to international stability. There is no consensus on NATO integration in BiH, so Inzko should not promote the country's Euro-Atlantic membership. Let us remember that the Presidium of the state determines its foreign policy and therefore should be guided by consensus,” Nebenzya concluded.
