“They demanded the issuance of a decree by the President of Ukraine on a unilateral ceasefire, threatening if this ultimatum was not fulfilled by the resumption of full-scale fighting along the entire front line,” he said.
According to Kuchma, the representative of the DPR Denis Pushilin and the LPR Vladislav Deinego insisted on defining the line of contact as of January 31, and not the one that was fixed in the Minsk agreements of September 19.
He also said that representatives of the DPR and LPR were not familiar with the action plan proposed by the Ukrainian side for the implementation of the Minsk Memorandum. “We sent this plan to all parties in advance, but for some reason it was not shown to these representatives,” the second president emphasized.
“We are currently waiting for Russia’s reaction,” Kuchma noted.
In turn, representatives of the DPR and LPR said that it was Kyiv that was disrupting the negotiations.
“Yesterday the Ukrainian side presented us with its demands, and today, in response to the presentation of our position and the proposal to seek a compromise, the Ukrainian security forces launched one of the most powerful attacks on peaceful areas of Donetsk from all types of heavy weapons since the beginning of the conflict.
This is what we call the “Kiev ultimatum.” In such conditions, to say that we are not capable of negotiating is blasphemy. We will not negotiate with guns, mortars and Grads aimed at us and our citizens. This behavior of the Ukrainian side cannot in any way be called “negotiations,” the official statement of the DPR and LPR emphasizes.
