The activities of the president are not regulated in any way and bill No. 7248 is intended to eliminate this legislative gap, said the author of the bill and Mikheil Saakashvili’s ally in the New Forces Movement party, People’s Deputy Yuri Derevianko.
“We have a law for every constitutional body - the parliament, the prosecutor’s office, the government, the constitutional court. The activities of any body mentioned in the Constitution are regulated by law. So, for 26 years we have not had a law on one of the most important institutions - the president. Including regarding the suspension of his powers. The time has come to correct this shortcoming of the Constitution and adopt a law on the president and the procedure for suspending his powers. The whole society is interested in this,” he said.
Now the impeachment of the president is only possible theoretically - to initiate impeachment, a special investigative commission must be created, but the mechanism of its action is not prescribed by law. “The law on a special investigative commission has been blocked by all presidents of Ukraine for 20 years, although it has been submitted more than once,” said MP Viktor Chumak.
“You can run after your own tail as much as you want, like Sharik, Bobik, whatever you want to call it, and do nothing. We have been chasing our own tail for 26 years and have not made the systemic changes that can change the country. This bill is one of the steps of systemic changes. It gives balance to power. If we took step “A” and said that people’s deputies should lose their immunity, then we must take step “B” and say that an easy and clear impeachment procedure should be established for the president so that the president never usurps power.” , - he said.
Bill No. 7248 itself, like the bill on depriving deputies of immunity, will not solve all problems. Their reason lies in the very system of recruiting people into power. People get there either for money or connections or both,” the deputy emphasized.
