This was announced by French Foreign Ministry representative Lila Bernay at the conference “Eastern Ukraine: a forgotten humanitarian crisis after four years of conflict” in Brussels, Deutsche Welle reports.
“At the moment, the electoral context in Russia is not conducive to achieving significant progress in the Normandy format. However, we are trying to make progress on a number of key issues. That’s why we offered the parties a package of ten urgent and specific humanitarian and socio-economic measures,” Berne said.
She also said that the proposal is being discussed within the framework of the Minsk process, and therefore she cannot disclose all the details of the plan.
It is known that the package includes some of the elements of the Minsk agreement, in particular the release and exchange of prisoners, in addition, Germany and France are calling for the International Committee of the Red Cross to be given unhindered access to those detained in connection with the conflict.
The proposals also include the opening of additional checkpoints across the demarcation line and guarantees for safe and unhindered access of humanitarian organizations to the entire territory of Donbass. Another point is the protection of strategic civilian infrastructure, especially water treatment plants.
In addition to humanitarian ones, the package also includes economic measures, for example, the removal of restrictions on Ukraine’s payment of pensions to people living in territories not controlled by the government.
“The adoption of this package can be achieved quickly if there is sufficient political will... France and Germany are pushing for this adoption. And we hope that the period shortly before and exactly after March 18 (presidential elections in the Russian Federation - ed.) will provide an opportunity to do this,” Berne said.
