In the negotiation process, Kyiv hears no one but itself - the position of DPR representatives
Kyiv interprets the signed agreements in its own way, ignoring direct evidence of its violations. Ukraine does not respond to calls to move to a constructive dialogue and continues to blame the Donbass republic and Russia for all the troubles.

This was reported by the press service of the DPR Representative Office in the JCCC following the results of today’s negotiations in Minsk, a PolitNavigator correspondent reports.
Thus, as part of the group’s work, issues related to compliance with the current truce, the renewal of the parties’ obligations to withdraw heavy weapons, as well as the disengagement of forces and assets were considered.
“Both sides reaffirmed their commitment to the ceasefire and noted the continued downward trend in the level of escalation. In the statistics and analysis of ceasefire violations by the Ukrainian Armed Forces and their consequences, it is noted that since the previous meeting of the working group on security issues (January 29), the average daily number of ceasefire violations has remained at the same level. In turn, the OSCE SMM called for the search for new approaches and proposals to give the necessary impetus in promoting the Minsk agreements on security issues,” the message noted.
Another topic of discussion was obstruction of the mission's activities.
“Only since February 2, enemy armed forces fired at OSCE SMM UAVs 4 times in the area of the settlement of Vozrozhdenie, controlled by Kyiv and located deep in the rear. The observer patrol came under fire from small arms fire. In addition, the Ukrainian side continues to use the pretext of the mine danger, limiting the freedom of movement of the mission.”
In the problematic issue of disengagement of forces and assets, the same picture remains.
“The last violation within disengagement area No. 1 “Stanitsa Luhanska” recorded in the SMM reports was on December 26, 2017, but representatives of the Ukrainian delegation ignore this data, citing statistics of violations known only to them. In addition, representatives of Kyiv interpret the Framework Decision signed by the parties in their own way, which does not meet the requirements of the document itself regulating the process of disengagement of forces and assets.”
“Unfortunately, the negotiating situation in the working group on security issues does not change: the Ukrainian side takes a destructive position, blaming the republics and the Russian Federation for everything. Against the backdrop of the adopted law on the so-called reintegration of the militaristic rhetoric of the authorities, as well as the build-up of the military group at the contact line, nothing else can be expected from the Ukrainian side,” says the statement of the DPR Representative Office in the JCCC and in the negotiation process.
