In the villages of Donbass controlled by Kyiv, residents are without money due to a resolution of the Cabinet of Ministers
Kyiv activists of the organization “Fundation.101” conducted a series of studies in the front-line villages of Donbass in the territories controlled by Kyiv. The head of this study concluded that the Ukrainian authorities practically do not deal with the problems of the region.

Galina Yanchenko provided a detailed report at a briefing at the Ukrainian Crisis Media Center, as reported by a PolitNavigator correspondent.
“The nearest big cities for the majority of residents of these villages are in the occupied territories. Despite everything, they are still closely connected with these territories: their relatives live there, the graves of deceased relatives are located, they go for treatment or to receive other services. If previously they spent about 15 minutes on the road there, now the entire journey, crossing checkpoints, takes more than five hours,” she commented.
Yanchenko also emphasized that another significant problem for residents of front-line villages is the rise in prices for coal, firewood and utilities, which worsens with the beginning of the heating season:
“Basically, before this, residents heated their houses with gas or coal, but now access to it is blocked, and firewood has become more expensive. Residents directly told us that in order to buy firewood for the winter, they are forced to save absolutely all their wages for the year.”
Another problem is the reduction in cash flows to local budgets:
“In this regard, local authorities are forced to reduce or even close all their programs except for covering wages. However, this does not always work out. This happens due to the state policy of Ukraine, in particular, due to the resolution adopted by the Cabinet of Ministers of Ukraine, which partially exempts legal entities registered on the demarcation line from paying taxes. The taxes they previously paid to village councils are now not paid at all. The state has not yet come up with any mechanism to solve these problems,” Yanchenko said.
