Work on introducing federal Russian legislation has stalled in Transnistria

Chisinau - Tiraspol, July 10 (Navigator, Petr Alekseev) - For six months, consideration of the constitutional law on the introduction of Russian federal legislation on the territory of Transnistria has not progressed. This was announced on Wednesday in Tiraspol at a press conference following the completed session of the Supreme Council.

According to the speaker of the Transnistrian parliament, Mikhail Burla, last year deputies adopted in the first reading the presidential law “on fundamental changes to the constitution and on maximum harmonization with the Russian Federation,” but there was no continuation of work.

“Unfortunately, there is no continuation of this initiative. We expected that we would receive it from the presidential administration, but we did not, so there was no systematic movement with Russian legislation. Work in this direction was carried out only in fragments,” Burla said.  

The project of President Yevgeny Shevchuk, developed on the basis of the results of the 2006 referendum (at that time more than 97% of the republic’s residents supported the course of independence of the republic with subsequent annexation to the Russian Federation) was adopted by the parliament in the first reading on December 25, 2013 after heated discussions. The amendment to the Basic Law of the PMR provides that local, Transnistrian laws will be lowered in the legislative hierarchy to the lower, sub-federal level.

The initiative was introduced in the mode of legislative necessity - 15 days were allotted for its adoption in the first reading, and two months in the second. It was planned that the specifics of the application of Russian federal legislation in Transnistria would be regulated by a special constitutional law, which would be developed by a special commission.
