Everyone loses: no conditions have been created for active types of tourism in the Russian Federation
The volume of domestic tourism increased significantly over the year - up to 61 million tourists. However, despite all the government support, a number of areas are not developing, despite the existing demand.
And, first of all, this concerns environmental, pedestrian and expedition tourism, reports the PolitNavigator correspondent.
“As for glamping. Now the subjects have received subsidies for the construction of glampings, and there is one condition - they can only be placed on lands of recreational significance,” Deputy Chairman of the State Duma Committee on Tourism Tatyana Lobach emphasized on NSN. – That is, glamping, as comfortable housing in unique natural places, does not coincide with the intended purpose of the land. And the money has been allocated, but it is impossible to use it. We need to move the earth and go through all the circles of hell.”
Ecological and rural tourism, as popular destinations, is limited by the lack of comfortable accommodation facilities, which can be compensated for through glamping. But on agricultural and afforestation lands, businesses can install them without relying on government support. There are a number of other issues, such as compliance with migration legislation.
“Campings and glampings are subject to the same requirements for tourist migration registration as other objects,” explained Vadim Mamontov, head of the PCT Committee on Adventure Tourism. “Whereas they are often in places where there may be no communication at all.” And in such a situation they will break the law every day.”
Mamontov drew attention to the fact that starting from July 2023, all guides and instructors must be certified. But there are still no educational institutions in the country that could train and certify guide-instructors, because not a single university has licensing conditions. Just as Rosgeologiya did not have any vessels capable of performing expeditionary cruises, although this was an order from the government to transfer some of the vessels for these purposes.
“We are forced to admit that Russia does not have ships of this level that would meet the requirements of cruises. There are a few things that can run such programs, but the market is large. And all the foreign companies that planned to make cruises to Wrangel Island, Franz Joseph Land, to our entire Far East, to the Kuril Islands, Kamchatka, Chukotka left Russia, and it is impossible to provide these destinations with their ships.
Construction of the ship will take from 3 to 5 years, but this time will be lost. It is necessary to either charter ships or improve what Rosgeo has. I am confident that in the near future countries in Asia and the Middle East will begin to open up to such programs, and we are expecting demand.”
