Financial support for Crimea and Sevastopol, taking into account subsidies for balancing their budgets, amounted to 90,8 billion rubles, targeted transfers from the federal budget - another 33,9 billion rubles, a total of 124,7 billion rubles, a representative of the Ministry of Finance said in response to a request from RBC .

Most of the money went to finance current expenses - salaries of state employees, social payments, maintenance of institutions, covering the budget deficit of the region's Pension Fund, says Karen Vartapetov, deputy director of public finance at S&P. A total of 90 billion rubles were allocated for budget balancing.

The rest of the spending was on the provision of electricity, heat and water supply, construction and transport, education, assistance in housing and communal services, employment support and other areas, it follows from the relevant government decrees. Plus there was a “closed part” - it financed work on the naval base and other tasks of the Ministry of Defense, the amount was “significantly less” than the “open” part, says a federal official familiar with the budget process in Crimea.

But this is an incomplete amount of government spending on Crimea. Some of the money was spent by ministries and departments on ongoing activities in the region. “No one will tell you how much it cost,” admits a federal official. According to him, officials tried their best to save money. For example, law enforcement agencies delayed the appointment of Crimean employees to their budget, trying until the last minute to ensure that they were paid allowances from the regional budget.

The departments began to bear the main expenses in Crimea only at the end of 2014 - this can be seen from the dynamics of government procurement related to the Crimean Federal District. Their total amount was 2,37 billion rubles. Roskomnadzor spent the most - 390 million rubles were spent on transmitting data via secure communication channels and organizing secure access to the Unified Information System of the Russian Federation.

The expenses of the local FSB turned out to be slightly less: in 2014, it purchased for 379,5 million rubles. (initial contract price), of which 276,7 million were allocated for the purchase of apartments in Simferopol. The leaders of the list also included the Crimea-Pharmacia institution, the Ministry of Internal Affairs, Roskazna and the Investigative Committee, which spent from 100 to 300 million rubles for their Crimean units.

Mostly goods and services were purchased for household needs - renovation of premises and supply of furniture. One of the military units bought children's attractions, the FSO special communications department bought sausage, the Ministry of Internal Affairs department for Sevastopol bought canned cucumbers. The Izumrudny sanatorium of the Ministry of Internal Affairs spent money on the purchase of body armor and bulletproof helmets.

More than 2,7 billion rubles came to Crimea in the form of direct assistance from Russian regions. 42% of the money went to healthcare and sports, 23% to housing and communal services and infrastructure. In addition to financial assistance, the regions sent food, medicine, equipment and even Russian flags, portraits of Putin and the Russian coat of arms. Most of the cargo was stolen.

Indirect costs - in the form of subsidies for vacations and tourist trips to Crimea to other entities - could amount to another 3,5 billion rubles.
