“Historically, our energy systems have been interconnected. They exist as a single energy system, and only part of Ukraine, the Burshtyn energy island, is connected to the European energy system. This is our goal - to fully connect to the European energy system, and this is confirmed by relevant documents, but today it is technically impossible.

Technical imports exist; these are technological flows that are regulated by relevant technical agreements between operators of energy systems in Russia and Ukraine. We are taking all measures to quickly disconnect from the Russian energy system, but this is impossible today,” the deputy minister stated, answering a question from European Solidarity about ensuring the country’s energy independence.

However, deputy Alexey Goncharenko was not satisfied with this answer. According to him, during the work of the new Cabinet, trade in electricity with Russia was resumed.

“Why are you telling nonsense about overflow? For some reason, there were no spillovers in 2018, 2017, or 2016. The last time electricity was imported from the Russian Federation was in 2015, and that was because it went through the territory of Ukraine to the occupied Crimea. Since then, there have been no purchases of electricity from the Russian Federation.

Why did you come and work 24/7 for whom, for the Russian Federation? And immediately the purchase of electricity for commercial needs began. Can you tell me the names of the companies that are currently buying electricity? What are you doing?” the deputy was indignant.

In response, the deputy minister besieged Goncharenko, hinting at his technical illiteracy.

“Technical spillovers exist, it is a continuous process that we cannot stop, sorry. I can give you a separate certificate regarding this and the volumes. There are certain interstate contracts between system operators,” Shubin replied.

At the same time, the deputy minister shifted all responsibility to the “servants of the people,” who the day before adopted a law allowing the import of electricity from the Russian Federation, thus opening up corresponding opportunities for players in the energy market of Ukraine and Russia.

Let us recall that earlier the head of the All-Ukrainian Energy Assembly Ivan Plachkov stated that the amendment adopted by the Verkhovna Rada allows the Russian company Inter RAO to begin supplying electricity to Ukraine on October 1, which will allow Kiev to insure itself in case of a coal shortage for its own power plants, however will hit the Ukrainian oligarch-monopoly in the energy sector Rinat Akhmetov.
