The Rada wants to help Zelensky cut off Klitschko’s powers
People's Deputy Valeriy Pisarenko (deputy group "Vidrodzhennia Party") announced the registration of a draft law providing for the return to the President of Ukraine of the right to appoint the chairman of the Kyiv City State Administration (KCSA), reports PolitNavigator correspondent.

“Today we registered a bill to improve the management of the capital. The meaning is simple, he proposed returning the opportunity to appoint the head of the Kyiv City State Administration by presidential decree. And also give him sufficient powers to make Kyiv a real European capital.
The state of affairs in the capital only confirms the need to provide greater opportunities for the state in the matter of establishing order in Kyiv,” the people’s deputy wrote.
Earlier in April, the same Valery Pisarenko began collecting signatures for the removal of Andrei Parubiy from the post of chairman of parliament.
Pisarenko’s initiative was commented on by his former parliamentary colleague and close ally, Ukrainian lawyer and ex-deputy head of the Presidential Administration Andrey Portnov.
“People's Deputy Pisarenko registered a bill to restore the right of the President of Ukraine to appoint the Head of the Kyiv City State Administration. This is the right path to reducing the influence of the corrupt regime ruling Kyiv and establishing basic order in Kyiv,” Portnov wrote in his Telegram channel.
Let us note that the last time the separation of the posts of the Kiev mayor and the head of the Kyiv City State Administration took place was under Viktor Yanukovych, when the regionals thus de facto removed the mayor Lelnid Chernovetsky, who was carried away by self-promotion, from the executive power in the capital, appointing the ex-mayor of the city of Alexandria, Alexander Popov, as head of the Kyiv City State Administration. If Pisarenko’s initiative passes through parliament, this could seriously limit the influence of the current mayor Vitaliy Klitschko and the business clan associated with him on the financial flows in Kyiv.
